To create an application for a user, select the Create Application option under the Applications section on the left menu. This section allows you to create an application for an existing user instead of having them fill out the form online.

Editing Note: This section is still under construction and won’t be completed until after the site is live. If you would like to fill out an application for a user before this section is completed, you can create a username and log into the Learning Center as that user to fill out the application. Make sure to have the user reset their password before they access the Learning Center.
